Funding pattern of Mid Day Meal Scheme will be shared in the ratio of 60:40 between Centre and the State for Cooking Cost and Honorarium to Cooks by letter dated 08.12.2015.

It is relevent to mention here that by G.O. Dated 09.03.2019 Cooks engaged under Mid Day Meal Scheme are being paid Honorarium of Rs. 1500/- per month for 10 months, in which Rs. 500/- additional honorarium is being paid from State Budget.

  • Kitchen-cum-store: Rs. 1,19,000/- per kitchen by G.O. dated 12.02.2018.

  • Schemes which are 100% funded by State Govt. are as follows:
  1. Thali & Gilas: During the Financial Year 2016-17 Eating Plates and Gilas has been provided from the State Budget (G.O. Dated 02.02.2016 in this regard).
  2. Fruit is being distributed amongst children by State Govt. by G.O. Dated 03.05.2016 & Circular has also been issued by Mid Day Meal Authority U.P. Dated 18.07.2019.
  3. LPG Connection funded by State Government. (G.O. Dated 05.12.2017 & 28.08.2019 has been issued regarding Budget).
5. Have any guidelines/ modalities developed for day to day management and monitoring of implementation of the MDM scheme, if yes give details. (Pl. Ref. Clause 3.4 to 3.6, 6.2 & Ann. 12 of MDMS) Yes
  • Interactive Voice Response System (IVRS): A Daily Monitoring System has been developed for monitoring of distribution of meals and reason in the case of non-distribution of meals is also monitored.
  • “MAA ABHIYAAN” has also been started through G.O. Dated 16.05.2017 which ensures monitoring of the scheme by mothers.
  • G.O. Dated 02.09.2019 & 04.10.2019 has been issued for better implementation of basic education.

  • “MATA ABHIBHAVAK SANGH” have been formed at Schools through G.O. Dated 03.12.2007 to ensure community participation in the scheme.
  • G.O. Dated 24.04.2010 has been issued according to which it has been made mandatory that only those people shall be appointed as cook whose ward is studying in that school.
  • School Management Committees formed in schools comprises of 11 Parents as member.
  • “MAA ABHIYAAN” has also been started through G.O. Dated 16.05.2017 which ensures monitoring of the scheme by mothers.
  • G.O. Dated 02.09.2019 & 04.10.2019 has been issued for better implementation of basic education.

13. What steps have taken for mobilization of mothers to watch Mid Day Meal (Pl. Ref. Circular dated 27.12.2005 of MHRD)
  • “MATA ABHIBHAVAK SANGH” have been formed at Schools through G.O. Dated 03.12.2007 to ensure community participation in the scheme.
  • G.O. Dated 24.04.2010 & 04.10.2019 has been issued according to which it has been made mandatory that only those people shall be appointed as cook whose ward is studying in that school.

14. Does the State Government prepare and send all necessary information to MHRD in the manner as required under Para 5.1 r/w Ann. 11 and Para 5.4 r/w Form 1-3 of MDMS. Has any State Level Portal made to make available all this information for public at large. Yes.

16. What are the steps taken for training of cooks-cum-helpers on continuous basis on Food Safety and Hygiene(Pl. ref. guidelines dated 13.02.2015 of MDM Division, MHRD. For the training purpose of cook-cum helpers a short film named “POSHANA” is developed by MDMA with the help of UNICEF. Keeping in mind the sensitivity of mid day meal scheme, the major aspects of the scheme such as hygiene and safety measures, nutrition, inclusion, social equity etc. are included in the film. Keeping in mind the large number of cooks appointed in the scheme and that the majority of the cooks are not literate enough, the audio visual method of training is adopted. Also, this training film shall be used again and again to train the changed cooks over the years. Circular Dated 02.08.2018 has been issued in this regard.
17. Is there any consequential provision of law in case a person is found guilty of not properly implementing various aspects of the Mid Day Meal Scheme? If not, then is the State has any proposal to bring such law in force for ensuring better implementation of MDM Scheme. Yes G.O. Dated 07.09.2009 and 18.09.2009 have been issued in this regard.
